THE Annual National Policy Dialogue ended yesterday in Dar es Salaam with Development Partners admitting that there have been a lot of deliberate efforts by the government to address corruption.
The Chairperson of 2009 review, Dr Sipho Moyo of the African Development Bank, told a press conference that there was a need for patience while the government was making efforts to address the problem.
She said that after the review, development partners will, within six weeks, make their commitments for the General Budget Support for the coming year.
In a joint statement presented during the closing event, the Minister for Finance and Economic Affairs, Mustafa Mkulo, said that the major issue raised during the review was that the investment climate in the private sector needed to be significantly strengthened in order to increase growth and job creation.
He said the other issue was that inclusive growth needs to be accompanied by strong track record on making progress in business environment over the coming years. The minister said the review further recommended that only by accelerating private sector-led growth would Tanzania achieve its vision of becoming a middle income country by the year 2025.
“Significant consensus was reached in the review on the immediate need to address the inequitable distribution of human resources in the country and the impact this has on service delivery also addressing the remaining challenges in pay reform,” Mkulo said.
He said macro economic framework was discussed in a greater detail to analyze how Tanzania could cope with the global economic downturn and competition for scarce resources available globally.
In his closing remarks, Mkulo said the government would consider the messages and recommendations made by the Development partners which include identifying drivers of growth and ensure that growth translates into tangible benefits to the majority.
Other recommendations were that impediments for doing business should be addressed, focusing attention on, among others, infrastructure, power, financing and harmonisation of procedures and processes.
The Development Partners’ message to the government was that prominence should be given to governance issues including the fight against corruption which requires collaborative efforts between the government, development partners and citizenry.
They asked for realisation that the state had a facilitative role to play in the development of the private sector, capacity building of actors in the economy and ensuring that the market is nurtured and regulated.

I wonder how someone can adress corruption if the country has a stable constitution? Once you have a stable constitution there would be corruption since all corrupt people would be sent to Justice right away. But if you have unstable constitution, you would be yelling in the streets about corruption with no end in sight.See, why in Europe, India, Brazil, Israel and America there are no war on corruption but only in the countries that are in Africa and some other parties in the third world countries? The reason is that, the difference between their constitutions( in developed countries) and the black mamba sanke, is that,the black mambas stay in forest and their constitution stays in town, but their venoms are the same. You cannt get by so damn easy once you fall into corrupt scandal in the developed countries. Them cops, securities bureau and courts would come had on you the way a black mamba is to human being. It is an attack that the Ponzi Kings barely survive. Thence, fight to have a check and balance governence and not war on corruption. Once you succeeded, very seldom you can ever see the dishonest officials are surving a jail tems once they fall into corruption scandals. Wake up you guys !
