    TANZANIA ranks second in Eastern Africa on good governance, according to a report to be published today by the Mo Ibrahim Foundation.

    The foundation also ranks Tanzania 12th overall in Africa in its report that focuses on efforts to fight graft, promotion of the rule of law, democracy, transparency, safety and security. Other criteria are promotion of human rights, sustainable economic and human development.

    According to the report, in Eastern Africa of 12 countries, Tanzania came out second after Seychelles. Kenya ranked third in the region and 22nd on the continent. The foundation lists allowing of foreign investors among the ingredients of good governance, to give a clearer picture of countries that offer best business opportunities.

    It shows that Tanzania scored 64.6 in safety and rule of law, 67.6 in participation and human rights, 51.5 in sustainable economic opportunity and 53.4 in human development. Those which followed in the region are Uganda, the Comoros, Rwanda, Djibout, Ethiopia and Burundi.

    Others are Eritrea, Sudan and Somalia - which is ranked at the bottom. While Tanzania had an overall score of 59.2, the best score in Africa came from Mauritius with 82.8. After Mauritius, other countries in that order were Cameroon, Seychelles, Botswana, SouthAfrica and Namibia.

    The Index is drafted according to 57 criteria (divided into five categories: security, transparency and corruption; participation and human rights; sustainable economic opportunities and human development).

    It is a new, comprehensive ranking of good governance in sub-Saharan Africa developed last year under the direction of Prof Robert Rotberg of the Kennedy School of Government at Harvard University, with the aim to promote debate not just in Africa, but around the world on the criteria by which governments should be assessed,” says the report.

    One of its latest developments is its move to transfer to African institutions various aspects of the compilation of the Index, in order to give African institutions the opportunity to ensure that data about the governance of each African country is as robust and comprehensive as possible.
